The Korean War Veterans Memorials was confirmed by the U.S Congress on October 28th, 1986. The design was created by a team of four architects from The Pennsylvania State University but the team dropped out because changes would have been need to satisfy the advisory board. The design changes were dropped and the eventual design was by Cooper-Lecky architects who saw collaboration between several designers. The design is to commemorate those who served in the Korean War. The figures represent a squad on patrol, drawn from each branch of the armed forces.
